Harmonizing Green Bond Certification Standards in Small Financial Markets: A Legal Framework Analysis of Macau's Integration with the Greater Bay Area Green Finance Ecosystem
Abstract
This study examines the challenges small financial markets face in developing green bond certification frameworks, with a focus on Macau’s integration into the Greater Bay Area (GBA) green finance ecosystem. Despite global growth in green bonds, small jurisdictions like Macau struggle with technical capacity gaps, legal fragmentation, and market barriers. By analyzing regulatory frameworks across the GBA, this paper identifies key obstacles—including reliance on external verification and misaligned regional standards—and proposes a harmonized legal model based on proportionality, mutual recognition, and adaptive governance. With only 47 green bond issuances (10% of Macau’s total bond market), the study underscores the need for tiered certification, cross-border coordination, and institutional reforms to balance credibility with feasibility. The findings offer a blueprint for small markets navigating sustainable finance development amid regional integration pressures.
